Storm damage affects new county budget

HARTINGTON — Damage from this summer’s storms is still having an effect on local taxpayers.

Several bridges will need to be replaced because of wind and water damage from June storms.

Cedar County’s new $16.7 million budget, approved by Commissioners Tuesday, is asking for $275,121 more than last year’s tax request.

The majority of this increase is because of the County Road Department.

Cedar County Commissioners have budgeted an additional $700,000 for the Road Department to help pay for bridge repairs. The Road Department will use carryover funds not used in last year’s budget, plus the additional $275,121 to pay for the repairs.

“Most of what we do in the county is taking care of the roads and bridges. Because of the cost, they have to be scheduled out, take bids — it’s a very long process,” said County Commissioner Dave McGregor.

The Road Department is also paying more for gravel than in past years, said Commissioner Terry Pinkelman.

“Gravel depletion is one of our biggest expenses,” Pinkelman said.

“My district alone will spend $300,000 just on gravel replacement.”

“The problem is we do not have a good local source to buy gravel,” said McGregor. “The closest place to buy is 50 miles away. Then you have wear and tear on your vehicle and gasoline for the truck.”

“The traveling for gravel alone doubles our costs,” said Dowling.

Cedar County Clerk Dave Dowling said a typical bridge costs around $400,000. The County already has $208,000 in federal aid bridge funds to carry over from last year’s budget.

Dowling said the County is hopeful they will receive an additional $208,000 in federal aid this year. The combined total would pay to replace one of five Cedar County bridges in dire need of repair.
