WWII veteran John Grindvold, 103, the oldest living Cedar County veteran, helped lay the wreath at the Memorial.
The area chapter of the American Legion Freedom Riders held a Vigil over the Memorial during the ceremonies.
Dist. 40 Sen. Barry DeKay was one of the guest speakers at the event.
