PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System (NPDES) permit for the City of Hartington WWTF, PO BOX 427., Hartington, NE (NPDES# NE0049115; SIC 4952). The POTW, which receives and treats domestic wastewater, is an activated sludge wastewater treatment facility. There are no significant industrial contributors to the wastewater treatment facility. The treatment process consists of a comminutor, two aeration tanks, two final clarifiers, u.v. disinfection, aerobic sludge digester, and two sludge drying beds. Outfall 001 wastewater discharges to the Norwegian Bow Creek, segment MT2-11520 of the Missouri Tributaries River Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. Notice is hereby given that Nebraska Technology Financing Cooperative #3 in the State of Nebraska (the “Joint Entity”) has authorized pursuant to the Nebraska Interlocal Cooperation Act, Sections 13-801 et seq., Reissue Revised Statutes of Nebraska, as amended, the Public Facilities Construction and Finance Act, Section 72-2301 et. seq., Reissue Revised Statues of Nebraska, as amended, and other laws, the issuance of its General Obligation Technology Bonds, Series 2013 (the “Bonds”), in an aggregate principal amount not to exceed $300,000. The Bonds are being issued for the purpose of paying the costs of financing a “joint project” as defined under the Public Facilities Construction and Finance Act, Section 72-2301 et. seq., Reissue Revised Statues of Nebraska, as amended consisting of any item of hardware or software used in providing for the delivery of information, including the purchasing of upgrades or related improvements to information technology for the operation of libraries operated by the school districts and/or educational service units which make up the Joint Entity. The political subdivisions to be served by the joint project are as follows: (1) Cedar County School District 0008 (Hartington Public Schools); (2) Madison County School District 0002 (Norfolk Public Schools); and (3) Knox County School District 0096 (Crofton Community Schools) . The principal of the Bonds is expected to be repaid no later than December 15, 2018, with a maximum principal payment of $300,000 due on such date. The maximum rate of interest payable on the Bonds is 5.00% per annum. A copy of the resolution authorizing the issuance of the Bonds may be examined during regular business hours at the office of the Joint Entity, 501 South Broadway, Hartington, Nebraska, 68739 for a period of at least 30 days following the date of publication of this notice.
